Zambia has taken a significant leap forward in digital innovation by launching the ZamFree WiFi initiative. This project aims to provide free public WiFi access in key locations across the country, starting with Lusaka’s Intercity Bus Terminus, Kapiri-Mposhi Bus Station, and Kitwe’s Chisokone Market. By targeting these bustling public spaces, the government seeks to empower citizens and bridge the digital divide, fostering economic growth and societal development.
Empowering Citizens Through Technology
The initiative, spearheaded by Zambia’s Minister of Technology and Science, Hon. Felix Mutati, focuses on creating a digitally inclusive society. Speaking at the launch, Hon. Mutati underscored the importance of digital access for everyday citizens.
“It is my great honor and privilege to officially launch Zambia’s first public Wi-Fi initiative, targeting key public spaces such as markets, bus stations, borders, airports, schools, and hospitals. This initiative empowers our marketeers and travelers, the backbone of our economy, by offering tools to grow their businesses and improve their livelihoods,” said Hon. Mutati.
The ZamFree WiFi program allows marketeers to connect to online marketplaces, access financial services, and utilize digital tools to expand their businesses. For travelers, the service ensures seamless communication, real-time information, and enhanced travel experiences.
Enhancing Local Government Operations
The digital initiative also plays a pivotal role in modernizing local government services. According to Hon. Gary Nkombo, Minister of Local Government and Rural Development, represented by Permanent Secretary Nicholas Phiri, the free WiFi project is a step towards implementing the local government digital strategy.
“This launch is not just a symbolic gesture; it is a concrete step towards innovation, efficiency, and inclusivity in our local administration,” Hon. Nkombo stated.
Local governments are leveraging technology to streamline operations, improve service delivery, and increase transparency. The initiative fosters greater public participation and responsiveness to community needs.

Kusobile Kamwambi, Head of the Presidential Delivery Unit, highlighted the broader implications of the ZamFree WiFi project. She described it as a foundational step in realizing President Hakainde Hichilema’s vision of a digitally empowered Zambia.
“This initiative represents more than a technological milestone; it symbolizes a future where every Zambian, regardless of age, background, or status, can access opportunities in the digital economy,” Ms. Kamwambi remarked.
The ZamFree WiFi program aligns with Zambia’s Vision 2030, aiming to transform the nation into a prosperous, competitive middle-income economy. By equipping citizens with the tools to participate in the digital economy, the initiative contributes to sustainable growth and global competitiveness.
Leveraging Partnerships for Success
Private sector involvement has been critical in the success of the ZamFree WiFi initiative. Inq Digital, a technology partner, has supplied the necessary equipment and a robust bandwidth capacity of 25 Mbps at each pilot site. Duncan Pie, Regional Manager at Inq Digital, expressed enthusiasm for the project, emphasizing its potential to improve the quality of life for Zambians.
Expanding Access to Government Services
The program also integrates seamlessly with existing government digital platforms. Percy Chinyama, Smart Zambia’s National Coordinator, noted that the initiative allows citizens to access over 320 government services through the Zam-portal using smartphones and other devices.
“This effort eliminates the need to visit government offices, offering convenient, fast, and cost-effective access to critical services,” Chinyama explained.
